a Judge decided to freed Four criminals without any punishment but after solving a puzzle, as it was a minor offence.

All four of them are lined up on some steps. A wall separates the 4th person from other three.
So to summarise:-

Criminal 1 can see 2 and 3
Criminal 2 can see 3
Criminal 3 and 4 can’t see any one

All four Criminals are wearing hats, they are told that there are two white hats and two black hats. They can’t see their own hat colour and are told to shout their hat colour as soon as they get to know for certain what colour it is.

They are not allowed to turn around or move.
They are not allowed to talk to each other.
They are not allowed to take their hat off.

Who will answqer first ?

    Number 2 gonna shout “White” first.
    Because he can se Number 3 is wearing “Black” hat. And Number 1 can see Number 2 and 3. It means that criminal 1 know that number 3 wearing Black and 2 wearing White. But criminal 1 didnt shout any colour. So It gives number 2 a clue that number 1 wearing either Black or White. Since then criminal 2 realize that he is wearing the opposite colour from criminal 3.

    But this is not given that 2 consecutive criminal cant have same color hat so 2nd may hv black also , is it?

    The above answer is correct for the figure shown in the question. And only 2 and 3rd person can give correct answer in the above case . If the case is for two black hats at 2 and 3 then all of ’em can give correct answers.
