All the combinations may be as follows-
1 red ,2 blue
2 red,1 blue
3 red
3 blue
so the planning should be that whichever player sees 2 same colored hat on the other two team mates, should go first  & respond as “i pass”. & by this the other 2 will get to know that they both have same color hats,so by seeing the color of hat of another one they will get to know the color of their own hate.  so the team will always win. ( correct me if my answer has broken a rule of puzzle)
