You are right, the puzzle is not complete and that is why you cannot determine the time they reached the top of the hill.

The answer to when they reached the top of the hill can not be determined from the facts!! The only thing that I could find is that the distance to the top of the hill is 12 miles. So since the speed down is twice the speed up there are some options:
    1) if they walked 2.5 hours on the level road that leaves us 1 hour that can be divided to 40 minutes up and 20 minutes down so 2..5+40 min = 3:10
    2) if they walked 2 hours on the level road that leaves us 2 hours for up & down the hill that can be divided to 80min & 40min so 2 +1:20 = 3:20
    3) if the waked 1.5 hour on the level road that leaves us 3 hours for up & down the hill that can be divided to 2+1 hour so in that case 1:30+2=3:30
    4) in case of 1 hour the time will be 1+2:40=3:40
