Goat Ate all the Hay

Christina tied her goat to a 2-meter rope and went to the market.
There is some hay approximately 3 meters away from the goat.
When she returned from the market, the goat ate all the hay. How is this possible? 
She tied the rope around the goat’s neck but forgot to tie the other end of the rope to a stationary fixture (peg / tree etc.) So the goat was free to move around and eat the hay.
